The state does not require a state license to work as a locksmith, meaning anyone can offer locksmith services without obtaining a state-issued license or permit. In West Virginia, the locksmith trade is not regulated, and no locksmith license is needed to work as a locksmith.

There is no state statute that defines “locksmith” as a regulated occupation, no mandatory exam, no state-mandated background check, and no continuing-education requirement tied to a locksmith credential. There are no options for a locksmith-specific license in this state, and there are also no required permits for locksmiths in WV.

This stands in contrast to neighboring Virginia, which regulates locksmiths through the Department of Criminal Justice Services. To become a locksmith in West Virginia does not require anyone to follow a rigorous list of steps like their neighbor, Virginia. The practical effect for consumers is that the state government does not vet a locksmith’s qualifications before they begin serving the public. Locksmithing is listed as Specialty 060 under the board’s classification system, which may apply when lock installation or security hardware work is performed as part of a larger construction project.

Neither of these agencies administers a locksmith-specific credential. The WV One Stop Business Portal (onestop.wv.gov) is the central online platform through which businesses file registrations with the Secretary of State, Tax Department, WorkForce West Virginia, and the Division of Labor simultaneously.

West Virginia Locksmith Licensing and Legal Requirements: License Classes, Renewal, Bonding, and Insurance

Occupational License Classes

West Virginia has no locksmith license classes, tiers, or apprentice permits. Unlike states such as Texas, California, or Virginia — which define categories of locksmith licensees — the rules here impose no such framework. This contractor license is relevant only when locksmith-related work — such as commercial lock installation during a building project — meets the $2,500 threshold for construction work. Routine residential lockout services, rekeying, and key duplication typically do not trigger this requirement.

Bonding

There is no locksmith-specific surety bond requirement. The State of West Virginia requires a wage bond for a contractor who did not actively engage in construction work in the State for at least one year preceding the completion date of the application. This wage-bond requirement protects employee wages and applies only to contractors licensed through the Division of Labor — not to general locksmith services.

Insurance

Liability insurance is recommended even though not legally required for locksmiths at the state level. In practice, many commercial clients and property managers require proof of general liability coverage before allowing a locksmith onto their premises. • CML — Certified Master Locksmith

These protections apply regardless of whether a trade-specific license exists.

West Virginia Locksmith Licensing and Legal Requirements: City and Local Variations

While the state imposes no locksmith-specific licensing obligation, a local business license or permit may still be needed depending on the city or county. West Virginia’s municipalities have independent authority to require general business licenses for any commercial operation within their limits.

• Charleston — The state capital requires a municipal business license for businesses operating within city limits. Locksmiths based in or serving Charleston should verify current requirements with the City of Charleston Business License Department.
• Huntington — The city of Huntington requires a municipal business license for any entity that requires a business registration certificate. The city distributes municipal business license renewal notices around the first of June each year, with all local business licenses expiring on June 30.
• Morgantown, Parkersburg, Wheeling, Beckley — These and other municipalities may impose their own general business-license requirements. None are known to require a locksmith-specific permit, but local ordinances can change.

Even in states that don’t have locksmith licensing requirements, most cities or counties require business licenses for commercial lockshops. Locksmiths should check with the relevant city hall or county clerk before commencing operations in a new jurisdiction.

There are currently no known West Virginia municipalities that impose a locksmith-specific occupational license — the local requirements are limited to general business permits that apply to all trades equally.

Documentation for Locksmith Service in West Virginia

Given the absence of state-level locksmith licensing, consumers in West Virginia cannot verify a locksmith’s credentials through a state licensing database. This makes independent due diligence especially important.
